1. Organizarea administrativ-teritoriala a Romaniei, conceputa in perioada comunista, este, pe de o parte, anacronica si ineficienta si, pe de alta parte, in contradictie cu principiile dupa care se organizeaza administratia locala in interiorul Uniunii Europene.
Printr-o urgenta modificare a Constitutiei, teritoriul Romaniei trebuie impartit in 8 euro-regiuni, la care se va adauga regiunea metropolitana a Bucurestiului.

Fiecare euro-regiune va ingloba un anumit numar de judete, dupa criteriul coeziunii regionale. Judetele si, implicit, autoritatile administratiei locale de nivel judetean vor fi desfiintate. De asemenea, se va desfiinta functia de prefect, impreuna cu aparatul administrativ aferent acestuia. 
Euro-regiunile vor avea un legislativ local, precum si un executiv condus de un guvernator, legislativul local si guvernatorul urmand a fi alesi prin vot uninominal in doua tururi de scrutin.
Euro-regiunile vor avea bugete proprii, independente si separate de bugetul national. Asadar, cea mai mare parte a banilor publici trebuie sa ramana acolo unde se produc.

Statul trebuie sa se preocupe numai de rezolvarea sarcinilor sale generale, care nu sunt la indemana particularilor (aparare, politica economica si sociala) si sa intervina doar acolo unde individul are nevoie de ajutor, adica sa-si limiteze atributiile la rezolvarea acelor probleme fata de care indivizii nu au nici un fel de initiativa sau nu dispun de mijloace adecvate
Din punct de vedere juridic, principiul subsidiaritatii este criteriul de delimitare dintre competentele Uniunii si cele ale statelor membre, in special in cazul conflictelor de competenta. Competenta nationala reprezinta regula, iar competenta comunitara exceptia.

3. Din punct de vedere social, trecerea la sistemul de organizare pe euro-regiuni este o masura pretinsa insistent de cetatenii unor regiuni din Romania nemultumiti ca banii publici produsi de ei sau de afacerile lor sunt cheltuiti ineficient de puterea centrala.
